The transition from a linear development model to a circular economy has emerged in recent years as one of the most significant paradigm shifts in contemporary economic systems, attracting increasing attention from policymakers and researchers. In the linear development model, natural resources are utilized through a “extraction–production–consumption–disposal” approach, which has led to intensified pressure on limited resources, the generation of large volumes of waste, and the exacerbation of environmental pollution. In contrast, the circular economy emphasizes the reduction of resource consumption, the redesign of production processes, and the recycling and reuse of materials, aiming to establish a more sustainable and efficient system. In Iran, due to its historical reliance on a resource- and energy-based economy, numerous challenges exist in the transition toward this model. These challenges highlight the need for policy reform and the redesign of institutional frameworks to facilitate the shift toward a circular economy. This transition not only contributes to improved resource efficiency but also plays a crucial role in promoting sustainable development and mitigating environmental degradation.
