This study aimed to identify and rank the advantages and challenges of implementing the directive on the deferment of bank claims, using the Delphi method. Data were collected through two methods: library research to identify the study indicators, and a field method to obtain the opinions of Delphi experts. The statistical population consisted of all managers, decision-makers, and senior experts in the bank credit-granting sector. The statistical sample included Delphi experts, comprising university professors familiar with banking issues, as well as senior managers and senior experts in the credit-granting departments of banks in the city of Isfahan, each with at least 20 years of banking experience. Using purposive snowball sampling, 25 experts were selected. Kendall’s coefficient of concordance was used to measure the degree of agreement among the experts. In the first round, Kendall’s coefficient of concordance for the effective factors was calculated at 0.669. To improve the level of agreement, the research results were presented to the experts in the second round after revision and modification, and the coefficient reached a more desirable level; accordingly, Kendall’s coefficient of concordance increased to 0.683, indicating a slight positive change. Based on the research findings, 26 indicators, including 4 advantages and 22 challenges related to the implementation of the directive on the deferment of bank claims, were agreed upon by the experts. The indicators of reducing financial pressure on debtors and the Sharia-related concern of suspected usury ranked first. The two indicators of the exclusion of commercial-sector facilities and short-term deferment ranked second. The three indicators of preserving customer creditworthiness, non-compliance with laws and regulations in the proper implementation of deferment, and determining the ceiling of facilities ranked third in importance. The indicators of exertion of influence; deferment of late-payment penalties; determination of deferment headings for new contracts; deduction of profit from unmatured installments; and the two indicators of neglecting the legal capacities of alternative contracts and reduction in banks’ lending capacity were placed at the lowest ranks.
