The present study aims to identify the factors influencing the assessment of Human Resource (HR) productivity and to propose a localized, scientific model for its evaluation within a military organization. This research is applied-developmental in nature and employs a mixed-methods (qualitative-quantitative) approach. In the qualitative phase, thematic analysis was conducted through semi-structured interviews with 13 academic and organizational experts to extract the model’s dimensions and indicators until theoretical saturation was reached. In the quantitative phase, to validate the model, a localized questionnaire based on the ACHIEVE model was distributed among 100 HR managers and specialists. Data were analyzed using descriptive statistics, one-sample t-tests, as well as Exploratory and Confirmatory Factor Analysis (EFA/CFA).
Qualitative results identified seven core dimensions of HR productivity in the military organization under study: Ability, Role and Goal Clarity, Organizational Help and Support, Motivation and Incentives, Performance Evaluation, Credibility and Trustworthiness, and Work Environment and Organization. Quantitative findings indicate that all constructs demonstrate acceptable construct validity, convergent validity, and reliability (Cronbach’s alpha, composite reliability, and rho_A index), confirming that the measurement model has a good fit. Furthermore, while the components of “Ability” and “Role Clarity” were assessed as favorable, “Organizational Support” and “Reward System” were evaluated as unfavorable or borderline. Overall, the designed instrument is capable of multidimensional assessment of HR productivity in military organizations and can serve as a scientific framework for evaluating and improving human resource productivity.
