Development planning in pre-revolutionary Iran represents one of the most significant historical experiences in the emergence of modern policymaking. Despite the implementation of five official development plans (1948–1977), the country failed to achieve sustainable, balanced, and participatory development. The main problem addressed in this study is the examination of how authoritarian and dependent political structures contributed to the failure of these plans. The research aims to provide a historical and institutional analysis of the five development programs, emphasizing the impact of four key variables political authoritarianism, external dependency, rentier state structure, and weak public participation on the gap between the official goals and the actual outcomes of development. This study employs a qualitative and historical–analytical methodology, using documentary analysis, qualitative content analysis, and historical comparative techniques. Findings reveal that the concentration of power within the monarchy, the influence of foreign advisers, reliance on oil revenues, and the exclusion of civil society led to a development model rooted in centralized and unstable decision-making rather than accountable institutions. Consequently, development became a state-led and rent-based project that deepened the regime’s legitimacy crisis. The study concludes that reforming political structures and strengthening participatory institutions are essential prerequisites for achieving sustainable development in contemporary Iran.
